So it looks like that the USA goes to DST in 2:00 a.m. on the second Sunday in March (11 March 2007), so this means we put our clocks ahead 1 hour, effectivly turning Eastern Standard time to GMT -4. However in the European Union, Summer Time begins the last Sunday in March (25 March 2007) at 1:00 a.m. Universal Time (Greenwich Mean Time), so now then we EST goest back to GMT-5.

Wondering if anyone can confirm that this is correct?

I guess that based on your broker, you also may encounter some offest on your clocks within the period of time which DST goes into effect.
