Why do you think all of them are sc? I am in particular interest on the IC Markets and Pepperstones like I have live account with them and they're both have offices in Melbourne (where Im from)

That said, OP, as part of my research; I did compare their dwell dispersed side-by-side (running both platform together) and they're both incredibly similar. I exchange on the EUR/USD as it really tight disperse though Pepperstones (razor account) seems to have a slightly higher commission a transaction, if you do lesser volume.

Never heard of Rakuten, quick look at it seems to be Market manufacturers broker and not STP/ECN sort of broker. I actually quite annoyed with broker that states'no commission' if actually the commission is accounted in the spread.

I think you simply have to work out the volume vs amount of $ commission you will pay. Some broker charge a transaction, a few charge in the spread and a few mixes both. Some charges swap some doesn't.

    When the spread of 0.5pip, 10 transactions (in 0.1 lot) = 5 pips [EUR/USD 1pip=$10 ] hence $50
if 0 disperse in the same trade volume (but cost $10 each std lot) = $10

Happy to be corrected if I'm Mistaken

EURUSD - 0.1 lot is $1 per PIP, not $10, 1 lot is $10 per PIP.
How I see it 0.5 pip spread no commission would be the best deal U could get. . .however - not used Rakuten or know anybody who has...0.5 pips is Fantastic for scalpers
